RUSA Phase 1

The first phase of RUSA is implemented in the State with 6 components which are given below.

Infrastructure grants to Universities

Infrastructure grants are provided for meeting critical infrastructural needs that would lead to immediate quality gains such as upgrading of libraries,
laboratories, equipments, hostels and toilets, etc.
Rs.20 crore is approved under the component for an institution.

Universities are prioritized for purposes of funding according to;

  • (a) universities not included under section 12B.
  • (b) universities included under section 12B but not received funding.

Within each of the above categories (a) and (b), those universities which have either already implemented or given the commitment to the earliest implementation of institutional governance reforms, examination reforms,academic reforms and vocationalisation of higher education are given priority over other universities which have not implemented/given commitment to implement reforms.

Priority is accorded to universities on the basis of their NAAC accreditation on the factors that have a direct impact on teaching learning process. If the institution is not accredited, its status while applying for accreditation will be considered. Also, universities having special attributes, character and antiquity are considered.

The universities in the State benefited under the component are:-

  • University of Kerala
Infrastructure grants to colleges

Infrastructure grants are provided to address critical needs in institutional infrastructure, especially for creating/upgrading laboratories,
libraries, hostels, toilets etc. Rs.2 crore is approved under the component for an institution.

Colleges will be prioritized for purposes of funding according to;

  • (i) Colleges which have not been included under section 12B.
  • (ii) Colleges included under section 12B but have not received funding.

Within the categories (i) and (ii) colleges will be divided into category A, B & C on the basis of following criteria:

  • Number of Students
  • Year of Establishment
  • Percentage of SC/ST/OBC & Women students

Priority will be given to colleges on the basis of NAAC grade. If the institution is not accredited, its status while applying for accreditation will be considered. Colleges not covered by UGC grants will be preferred.28 colleges in the State are funded under this component in phase 1.

Upgradation of existing degree colleges to model colleges

Institutions are Prioritsed on the basis of College Population Index (CPI); districts with lower CPI will get preference

Amongst similarly placed districts, following criteria will be used to grade the institutions in A, B and C categories:

  • (a) High proportion of socially and economically backward population
  • (b) Low GER for female students
  • (c) Low GER (SC/ST)

Rs.4 crore is approved under the component for an institution. Government College, Munnar is the institution funded under this component from the State.

Faculty Improvements

Academic Staff Colleges will be given funds to improve infrastructure and resources for training and capacity building. Priority will be accorded by taking the following factors into consideration:

  • Percentage vacancy in permanent staff positions.
  • Number of refresher courses organized and the number of teachers who had undergone training in the past two years.
  • Extent of employment of technology enabled innovative teaching and learning practices.

Rs.1 crore is approved under this component for an institution. Academic Staff College, University of Kerala is the institution funded under this component from the State.

Equity Initiatives

Innovative approach/schemes to ensure greater inclusion are considered under this component on priority. Each State is funded an amount of Rs. 5 crores.

  • Girls Hostels and related support will be given priority.
  • To improve education of the most vulnerable and marginalized sections, this initiative will address State as a Unit.
  • Financial assistance is provided in addressing gender disparities, education through language labs and remedial coaching for socially economically marginalised Groups.
  • Institutions which have received support under RUSA 1.0 for construction/ renovation of hostels in other components will not be eligible for consideration under this component.

In the state of Kerala, under equity initiatives component women amenity centres were constructed in 28 Government Colleges in the first phase.

Capacity building & Preparation, Data Collection & Planning

Funds are given to States and Union Territories to:

  • Undertake baseline surveys
  • Data collection and compilation.
  • Organise meetings, consultations, workshops, trainings
  • Hire consultants
  • Preparation of State perspective plans/strategy reports
