RUSA Phase 2
The second phase of RUSA is implemented in the State with 5 components which are given below.

New model degree colleges
Support is provided for creation of colleges with requisite infrastructure (class rooms, library, laboratory, faculty rooms, toilet blocks and other essential requirements with technological advanced facilities) in 70 Aspirational Districts identified by the NITI Aayog. This component for setting up of a new MDC by way of new construction, the proposed college is eligible for a funding of Rs. 12 crores.
Aspirational districts are categorised into:
- (a) Category 1: with 0 Model Degree College
- (b) Category 2: High proportion of socially and economically backward population
- (c) Un served and under served areas in north east and Himalayan regions
In Kerala, New Model Degree College, Wayanad is being implemented under the component.
Enhancing quality and excellence in select Autonomous Colleges
Colleges with NAAC CGPA 3.51 and above are supported to enhance quality, teaching and research.
- (a) No more than 30% would be spent on construction and Equipment.
- (b) Financial assistance will be given for quality enhancement and improvement in teaching and research
- (c) Institutions approved under the component will need to mentor other institutions.
Rs.5 crore is approved under the component for an institution. 5 colleges are funded under this in the State.
Infrastructure grants to colleges
Infrastructure grants shall be utilized for meeting critical infrastructure in colleges with a grant of Rs.2 crore each.
- (a) Colleges with valid NAAC/NBA accreditation of over 2.5 and above out of 4, or appropriate grade in NBA will be eligible to apply.
- (b) Grant will be provided to support strengthening infrastructure facilities for new construction, renovation and purchase of equipment.
- (c) Colleges which have been covered in the same component in RUSA 1.0 will not be eligible to apply for funding under this component.
- (d)The State can spend maximum 50% of the total cost in case
of new
construction,renovation/upgrade and equipment each. For
e.g., the expenditure
ratios
could be 40:50:10; or 50:30:20; or 45:45:10, etc.
113 colleges in the State are benefited under the component
Research, Innovation & Quality Improvement
State Universities who have demonstrated excellence in thematic
areas will be
supported up to an amount of Rs. 50 crores each through a
project based
funding
mode
with focus on theoretical/empirical and applied R&D to
foster innovation and
evidence based policy in certain areas of national
priorities.
- Only Grade I and II State Universities qualifying under the UGC Graded Autonomy Regulations, 2018 will be considered for support.
- Research, Innovation and Quality Improvement will focus on fostering Innovation, entrepreneurship and employability.
- Selection of Universities will be on challenge /competitive mode and will largely emerge from Universities in collaboration with the DST/DBT, National Laboratories/leading humanities and social science research centres and industry.
In the state of Kerala, two universities, Cochin University of Science and Technology and Mahatma Gandhi University are approved under this component.
Institutional restructuring Capacity building & reform
- Funds are provided to States and Union Territories (depending on the size of the States) to enable them to create/strengthen necessary institutional framework for efficient and effective sectoral reforms.
- These funds can be utilized for setting up/strengthening State Higher Educational Councils, State Resource Centers and State Project Directorate.
- Funding under this component will be provided to states who have been able to utilize over 75% of the earlier allocation.
- The States can utilize these resources in Undertake baseline surveys, Data collection and compilation, organise meetings, consultations, workshops, trainings, Hire consultants, and other preparatory work to prepare the State for the reforms and for setting up/strengthening State Project Directorate.
